Will this be an all-or-nothing bid? Or can I submit a proposal on select items and/or services?

No, this is not an all-or-nothing bid. Partial proposals are explicitly allowed. The RFP states:

“Vendors may submit proposals for the entire scope of work or for one or more specific components... Vendors are encouraged to clearly specify which component(s) of the project their proposal addresses.” (Section I: Introduction)

Additionally, ETSD reserves the right to award contracts in whole or in parts to one or more vendors, depending on what best meets the district’s needs.

Will equivalent models and manufacturers be acceptable to bid with, or are we required to bid the exact models specified in the RFP?

While exact models are preferred, equivalent substitutions are permitted under certain conditions. The RFP notes:

“Substitutions are discouraged, but if proposed, must be clearly marked as such and include detailed equivalency justifications.” (Section II: Scope of Work)

So you may bid alternate models, but you must provide thorough justifications that demonstrate the proposed alternatives meet or exceed the specifications of the listed equipment.

The Meta Quest 2 VR model is no longer being sold. Do you have these devices already or are you planning on purchasing new Meta Quest 3 devices instead?

We do not currently have the Meta Quest 2 VR model. Since it is no longer being sold, we are seeking a device with similar specifications. The Meta Quest 3 meets these requirements and would be a suitable replacement.
